Those of us who would not know how to storyboard a four-second cartoon could not be blamed for assuming that “Wall-E”, which was credibly mentioned as a best-picture Oscar candidate and will surely win the animated category, would collect a passel of awards at this past weekend’s Annies. But the International Animated Film Society, the bestower of such awards , gave its love (10 awards worth) to “Kung Fu Panda.” “Wall-E” got skunked. Hard to fathom.
